Is primary key always clustered index??

No. Lets run following commands:

CREATE TABLE employeedetails
(empid INT
,empname VARCHAR(100) PRIMARY KEY NONCLUSTERED
,deptid INT)

CREATE CLUSTERED INDEX pk_firstindex
ON DEVDB..employeedetails(empid)
